An accomplished international communicator, writer, and language teacher, with over 30 years of experience in Europe North and South America, and Africa, Oliver has run a business association magazine, written analytical reports for U.S. Embassies, editorials for the World Bank Group and speeches for senior government officials and business executives. He has been a spokesperson in the media and at conferences over 150 times, and taught English, German and music.
Until January 2016 Oliver was Head of Communications in Europe for the International Finance Corporation (IFC-World Bank Group), substantially raising the organization’s profile in Europe. Before joining IFC in 2010, he was Managing Director of the American Chamber of Commerce in France (2007-2010), where he raised membership and revenues by almost 100% in three years. He started his international career as a US diplomat (1985-2007), serving mostly as economic counselor at US Embassies in Rwanda, the Central African Republic, Venezuela, Guatemala, Uruguay, Trinidad and Tobago, Germany, and France.
Oliver holds a Bachelor of Arts degree from Wesleyan University and a Master of Music degree from New England Conservatory. He also studied at New York University’s Stern Business School and earned diplomas in Economics from the National Foreign Affairs Training Center and in Public Administration from France’s Ecole Nationale d’Administration.
